For the Billing Problem situation, it may happen under few situations:-
1) The card doesn't authorized online transaction yet; and you can contact your card issuing bank & solve it.
2) The email address rejected to receive CCNow emails, CCNow will consider this case as unsuccessful order;
3) The card was banned from CCnow, this may because the card is reported as stolen or lost card, or the card has bad record in online transactions.
