Would this fit an 11 year old, that is about 4'11?

Hello Venny, yes, this costume is kid size. The most important thing is to measure the chest, waist & hip size; for the height & weight size is for our tailor reference about adjusting the proportion. n_n

Isn't the Chibitalia maid outfit supposed to be green, not brown? Because I am having a hard time trying to find one that is green based on the anime version. I don't even know if I can even pay for a commission as well just to get it.
