Hello Ciel, just wear it normally.  The shirt & pants first, then put on the jacket, and lastly put on the coat & hat.  You can check the 2nd product photo for more ideas.  (n__n)

Hello Snow, the hat is a normal hat, you can wear it, but for this kind of cosplay, most of us will slightly put the hat over our head only, and will not fully cover our head.  n_n
